Online survey platform with a company that uses a proprietary online research panel, to recruit panel members based on job role and decision-making authority and small business owners. The target distributions of our sample were pre-specified to be representative of the national population distribution by region (West: 24%, Midwest: 21%, South: 38%, Northeast: 17%) and industry (goods-producing: 20% vs. service-providing: 80%). We also sought to recruit employers representing small and large companies (<500 employees: 50% vs. >500 employees: 50%).
