The
code in this replication package shows how the figures, tables and numbers in
the paper was generated. Due
to restrictions on sharing the administrative data used in the paper, only the tables,
figures, and numbers using survey data can be replicated using the data
provided in this package. However, the code shows how all the data was cleaned
and how all the output was generated.

To create the sample of applicants, enumerators were stationed outside land offices to interview all applicants entering the office for the purpose of a land record change. The enumerators stayed outside a specific office for at least two days and until
they had completed at least 20 interviews. The follow-up interviews were conducted by phone approximately three months after the initial interview.
