The resource allocation of urban medical facilities and the balance of health services play a crucial role in improving the quality of life of residents. This paper takes Hefei central city as an example, with the help of the geographic information system (GIS), and the improvement potential model method under multiple travel modes, combined with the Gini coefficient and the four-quadrant screening method, to comprehensively evaluate the accessibility and the balance of urban medical facilities under different time thresholds; at the same time, it also analyses the problem of optimal siting to improve the quality of medical facilities in the central urban area of Hefei City. The results show that: (1) the spatial accessibility of medical facilities in the central urban area of Hefei City varies significantly, and on the whole presents the spatial characteristics of a tight centre and loose surroundings. (2) With the increase in time threshold, the spatial distribution of regional accessibility presents a balanced situation. (3) By identifying and analysing areas with low accessibility, it is recommended to improve one medical facility, and the optimised accessibility and service efficiency are significantly improved, resulting in a more reasonable site location. It is expected that the research of this paper will provide a certain reference for the optimisation of medical facilities in Hefei.By identifying and analysing the areas with low accessibility, 9 medical facilities to be optimised are screened out and analysed, and compared one by one: the effect of the community health service centre in Dayang Town to be optimised is better, and the spatial accessibility and service efficiency of the optimised medical facilities are significantly improved. The results of the study can provide a reference for the scientific planning and decision-making of urban medical facilities.
