Project Description

We investigate the impacts of school-based internet access on second graders' test scores, using over 2 million student observations from a panel of Peruvian public primary schools. We identify effects up to 6+ years after installation on different cohorts of second-grade students, exploiting variation in the timing of internet access induced by the rollout of a national program. We find positive but modest short-run impacts, but importantly, these effects grow for subsequent cohorts. Indeed, short-run estimates alone would have led to different conclusions. These dynamics underscore the value of extended evaluation windows to allow benefits of educational technology to materialize

2006 – 2020 (CE collection - Each year, all school principals are required to submit two forms to the Ministry of Education. Between April and July, principals complete a form on enrollment (by grade and age), teachers (by qualification), available supplies and materials (e.g., books, computers, and laboratories), and infrastructure (e.g., access to utilities, building characteristics, and internet connectivity). Between December and February, another form is completed on year-end pupil outcomes (e.g., promotion and repetition rates, number of pupils transferring to other schools));
2007 – 2016 (The ECE is administered to second grade students in the country at the end of each school year - late November / early December);
9/2014 – 10/2014 (Collection dates of the ENDO 2014);
2007 – 2016 (The ENAHO is collected throughout each calendar year)

The paper uses different data sources, with different target populations.
- The Censo Escolar - CE (School Census) is administered by the Peruvian Ministry of Education and aims to collect information from all schools in Peru
- The Evaluation Censal de Estudiantes - ECE (Student Assessment) aims to administer a standardized test to every second grade student in Peru that attend schools: (a) where Spanish is the main instruction language, (b) that have more than 5 students enrolled in second grade. This assessment is implemented by the Peruvian Ministry of Education.
- The Encuesta Nacional a Docentes - ENDO (National Teacher Survey) is collected by the Peruvian Ministry of Education. It aims to collect a survey among a representative sample of pre-school, primary, and secondary school teachers in Peru.
- Encuesta Nacional de Hogares - ENAHO (National Household Survey) is collected by the Peruvian National Statistics Institute (INEI). It collects data from a representative sample of households in the country.

- Censo Escolar - CE (School Census): aims to cover all schools in Peru
- Evaluation Censal de Estudiantes - ECE (Student Assessment): aims to cover all second-grade students in Peru
- Encuesta Nacional a Docentes - ENDO (National Teacher Survey): Representative sample of teachers. The sample is stratified and two-staged: first there is a random selection of schools and, within schools, a random selection of teachers.
- Encuesta Nacional de Hogares - ENAHO (National Household Survey): Representative sample of households. The sample is probabilistic, stratified by domain, multi-stage, and independent in each state of the country.
