本次调查是对2008年区域环保监管制度实施后我国各地环境数据的统计。根据中国环境统计年鉴、中国监管年鉴和GIS地理数据的叠加产出，读者可以计算出中国各县水污染企业产值年增幅和各县污染企业产值年增幅。数据收集范围还包括政治激励、环境放权、公众诉求、反腐败环境等领域。本项目的主要研究目的之一是确定中国中央环境监管政策是否会诱导地方政府采取“搭便车”行为。
